Govt schemes only for literates?

BANGALORE: Here's a Catch-22 situation. For the poor to be eligible for the government's social schemes, literacy may become a precondition.

Announcing this on World Literacy Day, chief minister B S Yeddyurappa said the government may bring into effect a legislation whereby it will be mandatory for those wanting to be eligible for government schemes to be literate.

But how does the government plan to have such a legislation? By having a 30-day compulsory education course for all, he added. In a move that could turn around the literacy rate to be on par with high-ranking states like Kerala and Mizoram, the CM also said: "These are at the discussion stage. Once finalized, we will pass a legislation."
