Chief Election Commissioner declares modalities of election

Chief Election Commissioner S.Y. Qureshi on Friday spelt out the limitations about expenditure to be incurred by the candidates in the ensuing polls to the legislatures of Kerala, Tamil Nadu, Puducherry, West Bengal and Assam.
Polls to these legislatures would be held in phases between April 4 and May10.
Addressing the mediapersons in Thiruvanthapuram, Qureshi said: "The highlights are that if the candidates has (have) to open separate bank account from which election expenditure will be incurred, this account can be a joint account along with the polling agent so that the work goes on smoothly."
"Banks have been instructed to felicitate opening of this account without any difficulty immediately and also to set up separate counters for encashing those cheques so that electioneering is not disrupted," he added.
He further said that there would be flying escorts going around with video cameras to see how expenditure is incurred.
Qureshi also mentioned about the Parliament's passing of Act of Non Resident Indians (NRIs) to become voters.
"For overseas electors we have made it very easy. On the basis of self attestation they can apply of if they are present in person they can bring the passport show it to election registration officer, normally the Tehsildar (Block Development Officer) and they will be registered," Qureshi said.
